Exclusive interview with H.E.M. Etienne Schneider, Deputy Prime Minister, Minister of the Economy, Minister of Internal Security, Minister of Defence of Luxembourg

For this postholiday season, the Arab-Belgian-Luxembourg Chamber of Commerce has had the privilege to conduct an exclusive interview with H.E.M. Etienne Schneider, Deputy Prime Minister, Minister of Economy, Minister of Internal Security, Minister of Defense of Luxembourg, in order to get to know more about Luxembourg’s success story as a small country with a big reputation.

ABLCC: Dear Minister Schneider, it is a well-known fact that Luxembourg is among the world's leaders as regard fund administration and private banking. Likewise, it has long been recognized as a centre for corporate finance and the headquarters of various multinational groups. However, Luxembourg has a lot more on offer. Could you expend on this?

H.E.M. Etienne Schneider: In a fast-changing environment, Luxembourg has repeatedly demonstrated in the past its ability to adapt and stay at the forefront of innovation with a flexible, can-do attitude. While our history is rooted in agriculture, we established a booming steel industry in the 19th and 20th centuries. When the steel crisis hit in the 1970s, it was time to reinvent ourselves once again – this time creating a dynamic financial centre that ranks 1st in the Eurozone and offers a very diverse range of activities and international expertise including banking, investment funds, insurance and bond listings, the RMB business as well as the introduction of advanced regulation for the Family Office Industry.

Being a small country with an international outlook, the Grand-Duchy has been able to attract from 1950s the first U.S. companies as Goodyear, Delphi, DuPont de Nemours or Monsanto. From 2004, the Luxembourg government has initiated a new policy of economic diversification in a multisectoral specialization perspective developing certain areas of activity considered as sectors able to generate high value-added activities like the ICT sector or environmental technologies.

Over the last decade, Luxembourg has so proven track record of openness and innovation by becoming an expert in polymers, composite materials, car-component manufacturing, logistics, digital services, satellite development and media production. In these last sectors, two home-grown European giants – RTL Group in media and SES in satellite transmissions – pioneered the country’s standing and have paved the way for other multimedia and telecommunications companies to follow. Leading stars of the ICT sector - Amazon, PayPal, eBay, iTunes, or Skype - have chosen the Grand Duchy to access worldwide markets.

ABLCC: What are your top priorities for the near future in order to boost Luxembourg’s economy?

H.E.M. Etienne Schneider: Luxembourg’s real secret to success lies in the diversified, innovative, international and stable character. We are at the heart of Europe with excellent connectivity to markets in the EU and worldwide. The Grand-Duchy’s stable political environment as well as its sound macroeconomic fundamentals and state-of-the art infrastructures attract investors and talent from all over the world. Luxembourg is appreciated for its quality of life and security. All this makes our country a partner of choice in Europe and at a global level.
In the near future, we foster this business-friendly environment with reactive public services tailored to the needs of national entrepreneurs and international investors. ABLCC: What makes Luxembourg an attractive place for foreign investors, and, as far as we are concerned, for Arab investors?

H.E.M. Etienne Schneider: The latest developments in the finance sector are great assets for Arab investors. The Luxembourg financial centre is the largest domicile for Islamic funds in Europe. In 1978 Luxembourg hosted already within the Islamic Banking system the first Islamic finance institution established in a western country. This characterizes Luxembourg’s open-mindness and efficiency and shows that we have long track record in the sector.

Luxembourg was the first Eurozone financial place that has launched its first Sukuk in October, 2014. The second is expected to be launched in 2016. On top of that and regarding the diversification of the finance sector, Luxembourg developed a well-reputed knowledge on Islamic finance. The Luxembourg Stock Exchange keeps on innovating by responding to new market needs such as Islamic bonds.

Besides the characteristics of Luxembourg finance sector the real economy offers a lot of advantages. Starting with the geographical position of Luxembourg in the heart of Europe. An investor can reach out to 60% of the EU’s GDP in less than one day. Also Luxembourg close ties economically, politically and socially to its direct neighbors namely Belgium, France and Germany which belong to the EU most dynamics economies form a real competitive advantage. The multicultural high-qualified work-force of Luxembourg economy makes it easier for Arab investors to find the appropriate and needed workforce supporting ever internationalization process of every company. Actually, Luxembourg is just the ideal hub to expand to any European market.

There are several sectors that are also interesting for investors namely the tourism sector which is an economic sector that is being pushed as another pillar of our economy. On the other hand, the innovative sectors as ICT, eco-innovation technologies, health technologies as well as the space and automotive sector might be of interest for the MENA region. I am sure that some interesting collaborations could be set-up.

An investor coming to Luxembourg has all this framework and advantages but one characteristic is also very important namely the brand “Made in Luxembourg”. Goods and services coming from Luxembourg are linked with these values: reliability, trust, security, high-quality. In our days, these qualities should not be neglected!

ABLCC: The recent Official Mission to Morocco and Tunisia, organized last April by the Luxembourg Chamber of Commerce, presided over by H.R.H. the Hereditary Grand Duke of Luxembourg and H.R.H the Hereditary Grand Duchess of Luxembourg, and led by you, in your capacity as Deputy Prime Minister and Minister of the Economy, shows evidence of the desire to further develop economic and trade relations with the Arab World. How would you define the existing relationship between Luxembourg and Arab countries? Where do you see this relationship 10 years down the lane? Which are the main points of economic exchange between Luxembourg and the Arab countries?

H.E.M. Etienne Schneider: On the political basis, Luxembourg has always been supportive of the Arab region, its traditions and its transitions striving to find peaceful and constructive solutions in the MENA region. The economic partnerships with Luxembourg should be further developed and these bilateral relations should enlarge and foster our existing political ties.

In 2011, Luxembourg opened an Embassy and a Luxembourg Trade and Investment Office in Abu Dhabi which confirms the importance of the MENA region for our economy and our will to further develop and strengthen the bilateral collaborations. The characteristics and the developments of the economy of the Arab countries are often structured very differently. Every country has its own economic strategies, development projects and added-values and risks. On the one hand this makes this region so appealing, but on the other hand this region also presents some hurdles for Luxembourg entrepreneurs to develop their business in this area.

Nevertheless, I am convinced that Luxembourg is a very interesting partner for the MENA region to do business with. Luxembourg’s companies offer many niche products and services characterized by their high added-value and their high level of innovation.

As the world changes all the time a prediction about our economic relations is a big challenge. Though, when analyzing some of the Arab countries’ economic strategies I dare to underline that some collaborations namely in the ICT sector as for example the FinTech, setting-up Data centers or even on the E-governance form an excellent basis of future collaborations. On top of this sector, I think Luxembourg is a reliable partner in the environmental technologies. Over the last years, many Luxembourg companies like SOLARtec with its special off-the-grid solar technologies, Myriado or even Apateq for water and wastewater treatment have become international well-known actors. These innovative products would be an added-value for many Arab countries.

MedicCleanAir: main supplier to Ministry of Health of Saudi Arabia of mobile air purification devices

Belgian company MedicCleanAir (Antwerp) has been appointed by the Ministry of Health of the Kingdom of Saudi Arabia as main supplier in the fight against the deadly MERS / CORONA VIRUS. MedicCleanAir air purification and isolation devices are being used to isolate infected patients and to clean the air from fungi, bacteria and viruses, including MERS / CORONA virus. The last 5 years were highlighted by intense cooperation with the Ministry of Health; exchanging knowledge, education to infection control departments in all areas of the Kingdom, visits to critical areas, testing procedures, and other forms of collaboration.

Jan De Nul Group acquires jack-up heavy lift vessel

On Tuesday 15 September, Jan De Nul Group signed the taking-over of the offshore jack-up crane vessel Vidar, formerly operating for the German company Hochtief. “With the Vidar in our fleet we considerably extend our specialized services for the installation of offshore windparks,” says Peter De Pooter, Manager Offshore Renewable at Jan De Nul Group.

The jack-up vessel Vidar is less than two years old and was specifically built to install offshore windparks. The vessel is one of the largest of its kind in the world. The large cargo deck space and payload and the lifting capacity of its crane up to 1,200 tonnes enable swift and safe installation of the heaviest foundations and other components of offshore windparks. The vessel is 140 m long and is equipped with four legs to lift itself above the sea level for stable working without impact of the waves. The vessel can install all kinds of foundations, as well as the latest generation of wind turbines, in water depths up to 50 m.

Egypt inaugurates the New Suez Canal

On 06 August 2015, Egypt inaugurated a major expansion to the Suez Canal. “Creating the new canal, parallel to the existing Suez Canal, has doubled the longest possible parts of the waterway, and has therefore facilitated traffic in two directions. As a result, waiting time for transit has been eradicated entirely for up to 50 vessels per day. Moreover, the additional channel allows double the traffic to transit per day. The canal expects to see around 97 vessels pass through per day by 2023. Prior to the project, the canal saw an average of just 49 vessels per day.

These advancements are set to boost Egypt’s economy by almost doubling its trade income. The entire Suez Canal Zone will eventually be built out into a fully developed economic landscape, supporting multiple skills-led industries, providing an additional one million jobs for Egyptians. The New Suez Canal will increase its revenues from US$5.3 billion per annum to $13.3 billion by 2023.”

Huge natural gas deposit found off Egypt's coast

Italian energy group Eni has discovered a supergiant gas field in the Egyptian offshore, which is the largest ever found in the Mediterranean Sea.

This natural-gas find could hold a potential of 850 billion cubic metres of gas covering an area of about 100 square kilometres. Zohr is the largest gas discovery ever made in Egypt and in the Mediterranean Sea and could become one of the world’s largest natural-gas finds. According to Eni “this exploration success will give a major contribution in satisfying Egypt’s natural gas demand for decades”.

“Egypt has still great potential. This historic discovery will be able to transform the energy scenario of Egypt in which we have been welcomed for over 60 years” said ENI’s CEO Claudio Descalzi in a statement when the field was publicly announced.

 

Tractebel: 10 years of activity in Jordan

During a reception organized in the framework of a Belgian Economic Mission, joint initiative of the Arab-Belgian-Luxembourg Chamber of Commerce, Brussels Invest & Export and the Walloon Export & Foreign Investment Agency, Tractebel Engineering GDF Suez celebrated its 10 years of active presence in the Jordanian energy sector. It started in 2005, when the Jordan Ministry of Energy & Mineral Resources called on Tractebel Engineering for several gas transmission missions.

Jordan Build 2015 and REBUILD Gaza 2015

The Jordan International Building, Construction and Engineering Industries Exhibition 2015 "Jordan Buid 2015" and Rebuild Gaza Summit 2nd Edition "REBUILD Gaza 2015" will be held in Amman, Jordan on 9th-12th November 2015.

JORDAN BUILD, one of the largest specialized exhibition in Jordan, is an annual International exhibition devoted to the fields of Building, Construction and Engineering. It has been organized annually since 2007 in cooperation with Jordan Construction Contractors Association and the Jordan Ministry of Public Works and Housing.

JORDAN BUILD 2015 is the industry's biggest building show in the region dedicated to bringing together industry leaders to tackle the challenges they face and come up with solutions that will ensure the continued success of the industry and development of the region. Jordan build attracts about 5000/7000 visitors yearly since 2006.

International evening: UAE as guest country

Once a month, the VOKA - Chamber of Commerce & Industry of Mechelen organizes its “bar international” which puts a foreign country in the spotlight.

On 09 September 2015, the Arab-Belgian-Luxembourg Chamber of Commerce teamed up with VOKA and FIT to organize their “Bar International UAE”.

This event, which has been a real success, allowed participants to get to know more on business opportunities and on how to conduct business in the United Arab Emirates”. Indeed, a panel of experts joined us to explore the question:

After a welcome note by Mr. frédéric Achten, Director of VOKA - Chamber of Commerce & Industry of Mechelen, H.E. Sulaiman Hamid Almazrroui, Ambassador of the UAE to the Kingdom of Belgium and the Grand-Duchy of Luxembourg - Head of Mission to the European Union, took the floor and provided a complete picture of the UAE.

In turn, Mr. Edouard Renson, Flemish economic representative for the United Arab Emirates, gave a global approach of the UAE market while Mr. Andy Cools, Senior Manager at PricewaterhouseCoopers (PwC), concentrated on the tax regime in the UAE.

Mr. Qaisar Hijazin, Secretary of General of ABLCC, for its part, focused on intercultural aspects when doing business with the UAE.

Afterwards, Mrs. Nadia Rinawi, Regional Manager Europe for RAK Free Trade Zone, provided the participants with all necessary practical information to set up a business in Ras al Khaimah.

Finally, Mr. Dominique Delcroix, Business Manager at Ipsam Technology, shared Ipsam’s experience in conducting business in the Middle East.

To bring to a close this interesting event, the participants had the opportunity to build up contacts during a networking reception with UAE specialties.

Briefing Session: Economic Mission to Jordan and Lebanon

In the framework of the Economic Mission to the Hashemite Kingdom of Jordan and the Lebanese Republic beginning of October, the Arab-Belgian-Luxembourg Chamber of Commerce, with the collaboration of the Regional Agencies for the promotion of foreign trade and investment (Brussels Invest & Export, AWEX), have organized, in the premises of Brussels Invest & Export, a briefing session for the various participants to the Mission on 28 September, 2015.

This session was a first step for the participants to explore the Jordanian as well as the Lebanese market and to find an answer to their various questions.

Doing Business with Arab Countries: Theory & Practice

On 01 October, 2015, the Arab-Belgian-Luxembourg Chamber of Commerce, in partnership with SGS, organized their seminar “Doing Business with Arab countries: theory and practice” for the 6th successive year.

Indeed, the Arab-Belgian-Luxembourg Chamber of Commerce is well aware of the fact that to effectively conduct business in the Arab World our business leaders should have an in-depth understanding of the complex realities that lie behind the various changes undergone by the Arab world.

This was done in a most comprehensive way, by giving the floor to experts such as Prof. Dr. Bichara Khader, Director of Institut du Monde Arabe UCL, who provided the participants with an insight on the recent turbulences that occurred in the Arab world, and their relations with Belgium and Europe.

Mrs. Mireille Janssens, Business Development Advisor for Delcredere | Ducroire, presented the Belgian Export Credit Agency ‘“Delcredere | Ducroire” as a supporting body for Belgian and Foreign exporters.

Subsequently, Mr. Dominique Delattre, Director Middle East & Africa at AWEX, presented trade relations between Belgium and Arab countries as well as the various services provided by AWEX to support companies doing business with the Arab world.

After a short break, Mr. Hijazin gave the floor to Mr. Luc Jonckers, Business Development Manager atTranscontinental Logistics-T.C.L., talked about T.C.L. day-to-day experience of doing business in the Arab world.

Mr. Holger Vogt, Deputy Head of Region, Central Europe, Business Development at Bahrein Economic Development Board, made an interesting presentation on “Bahrain - the financial services hub in the Gulf”.

Last but not least, before starting a question and answer session, Mr. Joseph Somers, Operation Manager at SGS Belgium, gave an overview of product conformity assessment in Arab countries.

To bring this interesting seminar to an end, the participants were invited to take part to a networking buffet in presence of Arab Economic Attachés.

Based on these testimonies, we can conclude that despite the recent transformations in the Arab world, major opportunities remain.

Multisectoral Economic Mission to Jordan and Lebanon

05-10 October 2015

On 05th October 2015, a 34-member delegation comprising 17 Belgian companies from the three Regions of Belgium (Brussels, Flanders, and Wallonia) landed in Amman in the framework of a Multisectorial Economic Mission to the Hashemite Kingdom of Jordan and the Lebanese Republic from 5 to 10 October 2015.

This Economic Mission, organized in close cooperation with AWEX, BIE, FIT, and the Arab-Belgian-Luxembourg Chamber of Commerce, was presided over by H.E. Mrs. Cecile Jodogne, Belgian Minister in charge of Foreign Trade for the Brussels-Capital Region.

Hashemite Kingdom of Jordan, Amman – 05 to 07 October 2015

Official visit to the Jordan Chamber of Commerce

On Tuesday 06th October, the official opening of the Mission was launched in Amman, Jordan, in presence of H.E. Mrs Cécile Jodogne and H.E. Mrs. Maha Ali, Jordanian Minister of Industry, Trade, and Supply.

His Excellency Hendrik Van de Velde, Ambassador of Belgium to Jordan, offered his valuable support to the delegation which called on High dignitaries during the two days of joint meetings.

Indeed, meetings with the Jordan Chamber of Commerce, the Jordan Chamber of Industry, bilateral meetings with Jordanian and Iraqi companies, along with onsite visits of the Royal Automobile Club, the Civil Defense Directorate and a visit to the great Amman Municipality were scheduled on the rather full agenda of the Delegation.

Tuesday 06th October in the afternoon, the delegation was also invited to celebrate the 10th anniversary of Tractebel Engineering’s presence in Jordan.

Likewise, the Belgian delegation was kindly invited for lunch by the Amman Chamber of Commerce, and Belgian Ambassador hosted a reception for the whole delegation at his residence.

Lebanese Republic, Beyrouth – 08 to 10 October 2015

On Thursday 08th October, the official opening of the second part of the Mission took place in Beyrouth, Lebanon, in presence of H.E. Mrs Cécile Jodogne and H.E. Dr. Alain Hakim, Lebanese Minister of Economy and Trade.

During these two days H.E.M. Alex Lenaerts, Ambassador of Belgium to the Lebanese Republic, was present with the delegation which enjoyed a varied and well-rounded programme.

The official delegation had the opportunity to meet with the Chamber of Commerce, Industry, and Agriculture of Beyrouth and Mont-Liban, the Development and Reconstruction Council, H.E.M. Arthur Nazarian, Lebanese Minister of Energy and Water resources, as well as with H.E. Dr. Alain Hakim, Lebanese Minister of Economy and Trade, the Société Libanaise pour le Développement et la reconstruction du centre-ville de Beyrouth (SOLIDERE), the Instutute for Industrial Research, and Rassemblement des Dirigeants et Chefs d’Entreprises Libanais.

Furthermore, the Belgian delegation was cordially invited for lunch by Dr. François Bassil, President of the Byblos Bank, then for a cocktail at the Belgian Ambassador’s residence.

Finally, to bring an end to this economic Mission filled with high-quality events, a farewell dinner was hosted by the Belgian Business Council in Lebanon.

Trade between the three countries mainly involves exports from Belgium to Jordan and Lebanon. However, this visit is expected to further strengthen the ever increasing trade and economic relations between the countries.

10th Arab-Belgian-Luxembourg Economic Forum

Over the years, the Arab-Belgian-Luxembourg Economic Forum has become a not-to-miss event on the calendar of the ABLCC. The Arab-Belgian-Luxembourg Chamber of Commerce, in collaboration with the General Union of Arab Chambers of Commerce, Industry and Agriculture for Arab Countries, is thus pleased to invite you to the 10th edition of its Economic Forum on 30 November 2015.

The Forum, which brings together decision makers, government officials, diplomats, business executives, investors, and professional organizations from Belgium, Luxembourg, the EU, and Arab countries, seeks to strengthen commercial relations as well as to promote investment projects and partnerships in various key economic sectors.

This year, we will have the pleasure to welcome H.E.M. Peter De Crem, Belgian Secretary of State for Foreign Trade, as a guest of honour.
