Prior to the Multisectoral Economic Mission to Jordan and Lebanon, scheduled in October 2015, and on the occasion of the visit of H.E.M. Imad FAKHOURY, Minister of Planning and International Cooperation of the Hashemite Kingdom of Jordan, the Arab-Belgian-Luxembourg Chamber of Commerce seized the opportunity to conduct an exclusive interview with His Excellency Fakhoury to get a clear picture about the changing business environment in the country.

Jordan Has Succeeded in turning Challenges into opportunities

ABLCC:Your Excellency, in May 2015, the Government has launched a new ten-year socio-economic blueprint for the country “Jordan 2025: A National Vision and Strategy”. Could you elaborate on this?

H.E.M. Imad Fakhoury: Jordan 2025 was prepared through a comprehensive national consultative process seeking to achieve a prosperous, resilient, and inclusive economy driven by innovation and public private partnerships. Jordan 2025 includes over 400 policy measures to be implemented by different actors to support sustainable economic development over the coming decade.

As per the new vision, Jordan seeks by the year 2025 to increase GDP growth rate from 3.1 percent to7.5 percent in 2025, outstanding public debt to about 60 percent, reduce poverty rate from a current 14 percent to 8 percent, and decrease unemployment rate from 12.2 percent to about 9 percent, while increasing women’s participation in the labor market from 15 percent to 24 percent.

Additionally, Jordan 2025 focuses on a number of existing, emerging, and high potential clusters for growth, including: construction and engineering, transport and logistics, tourism and events, healthcare services, life sciences, digital and business services, education, high value added agriculture, and financial services.

ABLCC: The strategic location of Jordan makes it an easily accessible hub for businesses and a perfect gateway to regional and world trade and businesses. Could you give us an insight of the advantages that Jordan has on offer for foreign investors?

H.E.M. Imad Fakhoury: Jordan serves global companies as a manufacturing base and outsourcing center, an assembly and logistical gateway, a back office and consulting hub for firms wanting to access the MENA region and especially the GCC region, while its free zones, development areas, and business parks offer investors unique incentives and services to encourage business growth.

Companies benefit from direct access to regional and major international markets with a consumer base of over one billion people worldwide through multiple Foreign Trade Associations (diversifying exports and partners).

What is more, foreign investments enjoy incentives and benefits offered by the new Investment Law (of 2014), including exemption from custom duties, general sales tax and in some cases reduction on income tax.

There are no restrictions on foreign ownership except in a limited number of economic activities where a Jordanian partner is required. Besides, investments in development zones and free zones can be wholly owned by foreign investors.

Foreign investors enjoy privileges and guarantees, including national treatment, free movement of capital, protection against expropriation and options to resort to alternative dispute settlement mechanisms.

Last but not least, foreign investments enjoy facilitated registration and licensing services provided by the Investment Window (established recently at the Jordan Investment Commission as per the new Investment Law), in addition to support in obtaining visas and residency permits for investors, their families and employees as well as other services.

ABLCC: Jordan is a regional leader in renewable energy, ICT/outsourcing, healthcare, and pharmaceutical sector. To conclude, could you identify the various key sectors for Jordan’s future economic success? Could you expand on this?

H.E.M. Imad Fakhoury: The country has identified and recently launched nearly US$20 billion in new investment opportunities in the sectors of energy, transport, water, infrastructure, urban development, tourism and ICT to be delivered to a larger extent through public private partnerships.

Economic News

UAE's non-oil sector achieves positive growth

image011The United Arab Emirates, which is the world's sixth-largest producer of crude oil, expects strong growth this year after its oil-rich economy expanded by 4.6 percent in 2014.

Prime Minister Sheikh Mohammed bin Rashid Al-Maktoum pointed out that the UAE would "adhere to its long-term strategy to diversify its national economy" and noted that the non-oil sector grew 8.1 percent in 2014 – contributing to 68.8 per cent of the economy. "We have put in place all the necessary plans to take that contribution to as high as 80 percent in 2021," he said.

This would be done "through intensive investment in the industrial and tourism sectors, air and maritime transport, import and re-export, as well as supporting a range of projects and initiatives based on the knowledge economy," he added.

Morocco to invest $4.6 billion on gas infrastructure

image024Morocco announced plans to continue its push for energy diversification with an effort to increase liquefied natural gas imports over the next five years, including a new terminal in the town of Jorf Lasfar worth $4.6 billion. As expressed by Energy Minister Abdelkader Amara, the project is now attracting viable attention from foreign investors.

Morocco’s LNG plans would help reach its diversification goals by 2020. According to The National, the country hopes to provide 42 percent of its energy needs with renewable energy options by 2020, with the remaining coming from fewer imports and a burgeoning domestic production sector.

Tunisia, a valuable partner for 2015

The seminar “Tunisia, a valuable partner for 2015”, jointly organized by the Arab-Belgian-Luxembourg Chamber of Commerce and FIPA Tunisia for the Benelux, with the support of the Embassy of Tunisia in Brussels, the CBL-ACP, and AWEX, on 23 April, 2015, was a real success.

The main purpose of this seminar was to get to know more as well as to explore the various possibilities of investment in Tunisia, benefit from the experience of Belgian companies that have chosen Tunisia as a platform for their international development, and meet with Tunisian government officials. It aimed at providing specific and accurate information about “doing business in Tunisia” by gathering members of various professional horizons to participate in an interactive panel of experts.

After a welcome note by H. E. Tahar Cherif, Ambassador of Tunisia to the Kingdom of Belgium, and Mr. Qaisar Hijazin, Secretary of General of Arab-Belgian-Luxembourg Chamber of Commerce, Mr. Dominique Delattre, Director Middle East & Africa at Awex, and moderator of the seminar, introduced the panel of experts to the participants.

Mr. Laâbidi Khalil , Director General of FIPA TUNISIA, took the floor and provided a complete picture of Business Environment in Tunisia along with an analysis of the current situation". It seems worth mentioning that FIPA TUNISIA has a very active office in Brussels.

Mr. Frederic du bois de Vroylande, Economic and Commercial Counsellor of the Embassy of Belgium in Tunisia, offered an insightful analysis of the economic situation of Tunisia, business trends and opportunities together with a market approached, based on his past and present experience in the country. He also gave an overview of the various services provided to Belgian entrepreneurs to develop their businesses in Tunisia. Mr. Yacine Labib, Managing Partner at Labib Law Firm, analyzed and commented the legal framework regarding the various conditions and procedures to set up a business in Tunisia.

Finally, Mr. Didier Leclercq, CEO of PCSol, shared his experience in establishing his company in Tunisia and insisted on the fact that Tunisia has a highly qualified labour force.

To bring to a close this interesting seminar, the participants had the opportunity to establish contacts during a networking buffet where they could exchange with Tunisian officials and companies.

For the sixth consecutive year, the Arab-Belgian- Luxembourg Chamber of Commerce, in collaboration with BECI and CBL-ACP, received a delegation of Egyptian-Belgian Business men and women (EBBA) on 27th May, 2015, in BECI headquarters.

Since the end of the nineteenth century, Belgium has been an important Partner for Egypt. Indeed, as stated by H.E.M. Gilles Heyvaert, Belgian Ambassador to Egypt, “despite four years of economic uncertainties and difficult times in Egypt, our bilateral economic ties consolidated. Since 2010, bilateral trade flows grew by 40%, jumping over €2 billion per year and placing Belgium as the fourth European trading partner of Egypt”!

On the occasion of the visit of these Business men and women, the ABLCC organized an afternoon of B2B Business Networking, which offered a great opportunity for the various participants to meet potential cooperation and business partners.

As is the custom, the Arab-Belgian-Luxembourg Chamber of Commerce has brought together its board members, Arab Ambassadors accredited to Brussels, and its members, for a lunch-conference in the Cercle Royal Gaulois, on the occasion of its meeting of the Board of Directors and the General Assembly.

This year, the ABLCC has had the honour to welcome H.E.M. Pieter De Crem, Federal Secretary of State for Foreign Trade, as its guest speaker.

After a welcome speech by Mr. Johan Beerlant, President of the ABLCC, H.E.M. Pieter De Crem elaborated on the challenges and opportunities of a growing trade and economic relationship between Belgium and Arab countries in the aftermath of the princely mission to Qatar and the United Arab Emirates.

“The excellent relations and numerous new contacts generated by these two missions must now be expanded and further deepened. Moreover, their impact doesn’t stay limited to the economic domain. They also have an impact on our mutual knowledge and understanding of each other in the political, social and cultural domains. And this, ladies and gentlemen, lays the foundations for trust and even friendship, an essential element for doing business."
