Interview with the Belgian Ambassador to Morocco, H.E.M. Frank Carruet
How do you look at Belgium-Morocco relations since you arrived in October 2013?
As you know, the bilateral relations between our two countries are more than excellent not only economically but also in the political and socio-cultural fields. This year, we celebrated the 60th anniversary of the emigration from Morocco to Belgium. To this end, various events were organized throughout the year in both countries to commemorate this special anniversary.
The Belgian-Moroccan community in Belgium is estimated upon 500.000 citizens concentrated around and in urban areas such as Brussels and Antwerp. At the most recent elections, 11 Members of Parliament from Moroccan origin were elected.
Since my arrival, the Embassy is overwhelmed by countless visits in all the different areas of cooperation and as well as at the federal and regional level.
Several companies such as Besix, Waterleau, DEME, Jan De Nul, and Puratos, to name but a few, are active in Morocco. In your opinion, what could be done to bring in more Belgian investments in the country, and what are the opportunities that Morocco offers to Belgian investors?
Indeed, since my arrival in Morocco, I have noticed that a vast number of Belgian companies are active in different fields such as infrastructure, consultancy, construction (architects), engineering, agroindustry, renewable energy, etcetera.
Moreover, the trade balance between our two countries is positive and is growing significantly. However, one year of observation has allowed me to come to the conclusion that there is a need for an action plan to concentrate our efforts into a few “booming” and attractive areas.
After a thorough investigation of the needs and strategic policy plans of the Moroccan authorities (port vision, renewable energy vision,…) we, together with the Consul General and the Trade Commissioners of the regions in Casablanca, identified a few “niches” where our companies can make the difference:
- infrastructure projects(construction of new ports, building and housing projects,…)
- renewable energy
- logistics
- education through transfer of know how or expertise
Through my contacts with the Moroccan authorities, I can only confirm that the demand for intense cooperation with Belgium is huge and durable.
On the other hand what are the specific strengths of Belgium to attract investments from Morocco?
Thanks to its central location in one of the most wealthy and developed regions in the world, the opportunities to export from Belgium are numerous and varied.
Considering Morocco as a hub to Africa, Belgium is seen as a logistic springboard to Europe mainly thanks to the highly developed logistic system (road, train, sea, waterways or multimodal transport) supported by world-class telecommunication infrastructure.
The Belgian workforce has one of the highest productivity levels in the EU combined with a well performing education system and the ability to speak multiple languages.
Last but not least, Belgium enjoys one of the best “quality of life” standards in Europe. Its major assets lie in household living space, advanced healthcare system, social services and the presence of a great number of excellent international schools. I strongly believe that Moroccans are very well aware of these assets since the link between both countries is intense.
On the event of the second session of the High Mixed Commission of the Belgo-Moroccan Partnership, in February 2014, an important delegation of Moroccan Businessmen and women, accompanied by the Moroccan Prime Minister and the main ministers of his cabinet headed to Egmont Palace where various conventions, memorandum, and agreements were signed. This testifies that Belgium and Morocco are enjoying a solid relation. Thus, as a last question, where do you see this relationship 10 years down the lane?
Indeed, in February 2014, the High Mixed Commission was organized in Brussels under the chairmanship of the two Prime Ministers. To this occasion, several agreements, conventions and memorandums were signed. For instance, as a result of this crucial meeting, a political dialogue will start as of January 2015 in order to have an exchange of views regarding different bilateral and multilateral issues.
I am convinced that by improving the communication assets of both countries, progress will yet be made in particular in the economical and commercial fields.
In the near future, we will work towards establishing on the one hand a better performing network of alumni associations who studied in Belgium and can be regarded as the best Ambassadors for our country. On the other hand, one needs to strongly convince the Moroccan community in Belgium to reinvest into their country of origin.
Furthermore, an emphasis needs to be put on the scientific and educational cooperation between our universities in areas such as bio- and nanotechnology and engineering.
Finally, I have a dream that Morocco could be joining the EU in the next 10 years…

Luxembourg: to deepen economic ties with Morocco
From December 7 until December 12 2014, the Luxembourg Chamber of Commerce joined for the very first time an economic mission organized by the Arab Belgian-Luxembourg Chamber of Commerce (ABLCC). It was a mission heading to the Kingdom of Morocco. In the following paragraphs, the Luxembourg Chamber of Commerce (LCC) representative, Daniel Sahr, the African market advisor of the chamber, describes his impressions and shares his highlights.
“When I saw on the ABLCC website that a mission was planned to visit the Kingdom of Morocco, I immediately recognized the great opportunity it would represent for the LCC to be part of that mission since we foresaw already for a while to organize an Official Mission by a Luxembourg Government representative to Morocco in 2015. After my first contact with Mr. Hijazin, the Luxembourg Chamber of Commerce was even invited to become a co-organizer of this mission, a great honour which had to be accepted. This invitation underlined not only the excellent cooperation which exists between both chambers but offered to the LCC also a great visibility towards Moroccan counterparts. Today this proves already to be a real benefit in the preparation of our Luxembourg mission to Morocco.
Right after our arrival at Casablanca airport and on our way to the city centre, I was overwhelmed by the dynamism of this booming city, and this despite the fact that it was a Sunday. From the very beginning, starting with our first meeting at the Casablanca Chamber of Commerce, you felt the spirit of the warm Arabian welcome. The fact that French is widely spoken makes it very easy to communicate with Moroccan businesspeople and the authorities. However, it takes some time to be fully embedded in the Moroccan business culture, but with the great help of the Belgian commercial attachés, Conny Van Wulpen and Takis Kakayannis, based in Morocco, every businesswoman or businessman can find her/his way.
Looking at the various sectors, I must admit that for each and everyone Morocco offers opportunities. At every corner of the city you see new buildings popping up and in the near future they will host international companies looking to develop their presence on the African continent, using Morocco as a gateway into this huge market. Morocco clearly positions itself as THE hub towards Africa. But also outsourcing represents another niche. Not only in the industrial sector but more and more also in the services sectors, like ICT for example, you see European companies having their presence or opening new offices.
The lunch organized by the Belgian-Luxembourg Chamber of Commerce in Morocco was therefore a perfect occasion for exchanges between the delegates and those Belgian and Luxembourg businesses that are already present for many years.
All these various meetings organized by the ABLCC were very helpful to gain a better understanding which sectors Luxembourg should focus on during the trade mission. Specifically the sectors of ICT and eco-technologies will be targeted and I believe that partnerships and cooperations can be forged in these fields. I learnt also that Morocco wants to develop its exports into the German and Northern European markets. Luxembourg can play an important role with regard to these developments.
Professionally and personally, my participation in this ABLCC mission was a great success. On top of the useful business contacts which were initiated in view of our upcoming Official Mission to Morocco, the social gathering and the networking with the Belgian delegates was an excellent opportunity to share views and experiences about doing business in Morocco. I am convinced that all these new friends will prove to be of great help in the coming months when we plan our mission.
Rarely Morocco has been considered by the Luxembourg business community but after this pre-mission, I believe that the LCC can be more efficient in bringing this rising country closer to them.
Last but not least, I would like to thank Mr Hijazin and Ms Devergnies for their great support and the excellent leadership of this mission.

Palestinian medical professionals receive training
Orfit Industries, well known manufacturer of medical devices, received two physiotherapists from the Gaza strip and the West Bank in its headquarters in Wijnegem, for a three-day training in the application of thermoplastic splints, one of Orfit’s specialties.
Aid to the Palestinian territories consists of the training and a donation of aid supplies: thermoplastic splints for 6 centers in the region, which was recently a conflict zone and where the need for professional physical rehabilitation of patients has risen.
In order to organize the training for the Palestinian physiotherapists, Orfit cooperated closely with the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). The aim of the training is for the trainees to learn to apply the splints and other Orfit products for physical rehabilitation as efficiently as possible.
Saudi Arabia liberalizes healthcare sector investment rules
Saudi Arabia, which is expected to be the largest healthcare market in the GCC by 2018, has introduced new rules aiming at further liberalizing the Kingdom’s healthcare sector.
Among others, the new rules will allow global healthcare companies to invest in the country. In like manner, foreigners will be entitled to run hospitals.
Indeed, until now Saudi Arabia’s healthcare market was mainly restricted by local ownership rules: hospitals had to be owned 100 per cent by Saudi firms and Saudi doctors.
Didier Reynders welcomes the successful elections in Tunisia
On 23 December 2014, Deputy Prime Minister and Minister of Foreign Affairs Didier Reynders welcomed the successful electoral process in Tunisia that caps a transition period that started nearly four years ago.
Minister Reynders presented his congratulations to Mr. Beji Saïd Essebsi on his election to the Presidency of the Republic and congratulated the Tunisian people on the success of this electoral process.
The Minister, who remains committed to strengthening the ties between Tunisia and Belgium, reiterated Belgium’s support to Tunisia in consolidating its democracy and in the framework of the reforms necessary for an economic and social transition.
IFP Group: “Food Africa” Exhibition
From 6 to 9 may 2015, The IFP Group (International Fairs and Promotions) launches an International Trade Exhibition for Food & Beverages at the Cairo International Convention and Exhibition Center (CICC).
Featuring an extensive four-day showcase that covers all the sectors of the food industry, the event provide space for the presentation of quality food manufacturers from all over the world. Morocco to Launch a $4.6 Billion Natural Gas Project
The project, which is expected to improve the kingdom’s energy alongside renewable energy, is aiming at producing 2,700 megawatts of electricity from Liquefied natural gas (LNG). The $4.6 billion will mainly be spent on infrastructure, including the construction of an LNG terminal at Jorf Lasfar, within five years.
Energy Minister Abdelkader Amara stated that the project is to be financed by private investors and public operators, adding that a “gas code” should be adopted by June 2015.
Besides, Morocco has launched a vast project for renewable energies, which aims at generating 42% of total electric installed capacity by the year 2020.

9th Arab-Belgian-Luxembourg Economic Forum: building a brighter future through partnership

This fall, the ABLCC presented its 9th Arab-Belgium-Luxembourg Economic Forum «Building a Brighter Future through Partnership » in the premises of BNP Paribas Fortis. The Forum, which has become a not-to-miss event on the calendar of the ABLCC, brings together decision makers, government officials, diplomats, business executives, investors, and professional organizations from Belgium, Luxembourg, the EU, and Arab countries.
This year's event was attended by nearly 150 participants who were addressed by a distinguished panel of speakers, all recognized as leaders in their fields. These top-notch speakers shared their experiences and perspectives on topics from Banking & Finance, to Energy & Water, to Logistics and Infrastructure.
For this 9th edition of the Forum, the Hashemite Kingdom of Jordan was the country in the spotlights and H.E. Mr. Didier Reynders, Belgian Minister of Foreign Affairs and Vice Prime Minister, H.E.M. Umayya Toukan, Jordan's Minister of Finance, and H.E.M. Nael Al-Kabariti, Chairman of the Jordan Chamber of Commerce, were the guests of honour.
In attendance were also a number of Arab ambassadors accredited to Belgium and Delegations from 9 Arab countries.
During the opening session, after a welcome note of Mr. Andre Deltenre, Head of Cash Management & Trade Finance for BNP Paribas Fortis, and Mr. Johan Beerlandt, Chairman of the ABLCC, the keynote speaker, H.E.M. Didier Reynders, said that this Economic Forum was a positive and constructive initiative and seized the opportunity to call for stronger trade and political relations between Europe and the Arab World. The other guest speakers, namely H.E.M. Samir Addhare, Dean of the Arab Diplomatic Corps and Ambassador of Morocco, Mr. Carlo Thelen, Director General of the Luxembourg Chamber of Commerce, and H.E.M. Nael Al-Kabariti, Chairman of the Jordan Chamber of Commerce, echoed the wish to further consolidate Euro-Arab relations.
The conference was devided into four panels. The first panel entitled “banking and finance” dealt with Arab countries in transition. The panellists closely examined the economic and financial outlook, the key challenges, and the European point of view. The session was moderated by Mr. Fouad Trad, CEO of Byblos Bank Europe, and the panellists included H.E.M. Umayya Toukan, Jordan Minister of Finance, Mr. Nabil Jijakli, Deputy CEO of Delcredere, and H.E. Baron Guy Quaden, Honorary Governor of the National Bank of Belgium.
The second panel “Jordan: a reliable partner and a world-class business hub” was dedicated to the guest country. This session was chaired by H.E.M. Montaser Oklah Al-Zou’bi, Ambassador of the Hashemite Kingdom of Jordan. H.E.M. Ziad Homsi, President of Amman Chamber of Commerce and Industry, endeavoured to enrich our understanding of the Economic cooperation between Belgium and Jordan. To conclude the panel, Dr. Fawzi Al-Hammouri, Chairman of the Private Hospitals Association, focused on investments in healthcare in Jordan.
The third Panel “Energy & Water” emphasized the importance of sustainable solutions and was moderated by Mr. Ghassan Ejjeh, Senior Vice President of BESIX. The case of Arab countries from Algeria and Saudi Arabia, to the Middle East and North Africa, were examined. The panellists included Mr. Abdelaali Badache, Board President of the Algerian Regulatory Commission for Electricity and Gas (CREG), Mr. Faisal Al Quraishi, Chairman of Ali Zaid Al Quraishi & Brothers, Mr. Patrick Wilmart, Deputy Manager of Tractebel Engineering, and Mr. Rachid Bouhamidi, Director – Investment Banking Europe of BNP Paribas Fortis.
The conference closed with the panel session “Logistics and Infrastructure: where technology and innovation converge” chaired by Mrs. Evelien Staelens, Area Manager Middle-East and Africa for Flanders Investment & Trade. The panelists included experts in the field of logistics and infrastructure, like Mr. Mohamed Youssef, Regional Manager – General Authority for Investments and free Zones, Mr. Albert Pegg, Senior Advisor for the Port of Antwerp, Mr. Ghassan Kherfan, 1st Vice President of the Jordan Chamber of Commerce, and Mr. Guy Ceunen, Commercial Director at Qatar Airways.
In conclusion, this Forum has been a suitable occasion for the participants to explore the various ways to expand their business activities to and with the Arab world, and served as a source of inspiration to face business challenges in an innovative way. It has also been offering its participants with the best opportunities for investments, cooperation and partnership.
Last but not least, the participants had the opportunity to establish contacts during a festive meal together, which brought the event to a close.
Multisectoral Economic Mission to Morocco
07-12 December 2014
To cap an amazing year of diversified activities, the Arab-Belgian-Luxembourg Chamber of Commerce, in close cooperation with the Regional Foreign Trade Agencies (AWEX, BIE and FIT), and the Luxembourg Chamber of Commerce, has organized a Multisectoral Economic Mission to the Kingdom of Morocco from 07 to 12 December 2014.
The Delegation consisting of representatives of 15 Belgian companies as well as representatives from AWEX, FIT, the Ministry of Economy of Luxembourg, and the Chamber of Commerce of Luxembourg, headed to Morocco in search of business opportunities and commercial partnerships. It also enjoyed the valuable support of H.E. Mr. Frank CARRUET, Belgian Ambassador to Morocco, and of Mr. Alain Van Gucht, Consul General of Belgium to Morocco.
As evidenced by the success of this Economic Mission, Morocco is a partner of choice for Belgium. It has great potential and thanks to its profound economic transformation in recent years, it has, experienced a favorable economy. Indeed, the Moroccan economy recorded real growth estimated at 4.4% in 2013 and 3% in 2014. In 2013, Belgian imports from Morocco recorded an increase of 21.4% compared to 2012. As highlighted by the President of the Conseil Régional of Rabat, Mr. Abdelkébir Berkia, Morocco is “under-construction” and needs support from the various international economic players.
The Mission, which aimed at developing partnerships and cooperation as well as to preserve the good relations that have long existed between both countries at the economic and socio-cultural level, offered a varied and well rounded programme combining information sessions, B2B meetings, appointments between individual Belgian entrepreneurs and their Moroccan counterparts, as well as direct contact with the various authorities present on site. The Belgian Delegation was also heartily welcomed by Mr. Hassane Berkani, President of the Chambre de Commerce d'Industrie et de Services de Casablanca, and by Mr. Abdelkébir Berkia, President of the Conseil Régional of Rabat.
In the opinion of all participants, the various meetings left a very positive impression on them and they were pleasantly surprised by the dynamism of their Moroccan counterparts as well as their commitment to development. All agreed that the Mission was an enriching experience paving the way for good opportunities.
