Jordan! Such a fascinating country…

A famous Arab figure is Hatim al-Ta'i whose name means "generosity." According to the legend, when she was newly married, Hatim’s mother had a dream in which she was offered a choice: she could either have ten brave sons or only one son, Hatim, who would possess extraordinary generosity. She chose to have Hatim. One day, his father sent him to take the family's camels to pasture. Hatim proudly returned explaining that he had given away every one of the camels and that this would surely bring fame to the family name.

This story illustrates the value of generosity so characteristic of the Jordanian People. However, the Hashemite Kingdom of Jordan displays several other valuable qualities. Indeed, situated at the heart of the Arabian Peninsula, the country has always been, since ancient time, a crossroad between east and west, which makes Jordan a key strategic trading center.

The ABLCC did not miss the opportunity to provide its readers with an interview with H.E.M. Dr. Montaser Oklah AL-ZOU'BI, Jordanian Ambassador to Belgium, Luxembourg and the European Union, to get a closer look at the Jordanian market.

ABLCC: First of all, to discuss latest events, on 9 October 2014, Jordan and the EU signed a new partnership, in Luxembourg, in order to better manage mobility and migration. Does this partnership open up new avenues for economic and commercial cooperation between EU and Jordan?

The Joint declaration of a Mobility Partnership between Jordan and the EU which has been recently signed in Luxembourg, establishes the framework for future cooperation in the field of migration and mobility. This is a significant step towards greater cooperation between Jordan, the EU and its Member States, which aims to bring our citizens closer, and this would reflect on other fields as a consequence, in terms of economic and commercial cooperation, this partnership would pave the way towards strengthening the economic ties and commercial exchange by facilitating the mobility of people, businessmen would benefit from it, and would have the opportunity to meet with business people in the EU and its Member States for commercial exchange and establishing businesses, also to unlock opportunities encouraging investments between all sides.

ABLCC: Now, considering the relationship between Jordan and the EU, and more precisely with Belgium and Luxembourg. Could you elaborate on this relationship both at the economic and social level?

The EU continues to be Jordan’s main trade partner; though, Jordan has a huge deficit in its balance of trade vis-à-vis the EU. The preparatory process for launching negotiations on a Deep and Comprehensive Free Trade Area (DCFTAs) is on-going, and we hope that the negotiations would be launched soon, as we aspire that the (DCFTA) will further develop closer trade ties and maximize opportunities offered by the EU-Jordan Association Agreement, and as for Belgium and Luxembourg being Members of the EU, this would apply to our partners and would reflect on enhancing trade and economic relations with them accordingly within the framework of the Jordan-EU relations.

ABLCC: How would you describe the Jordanian Market? What are its main assets?

The main assets of the Jordanian economy are:

a) Unique and Strategic Location

Jordan, which is situated at the convergence of Europe, Asia and Africa, plays the role of a transportation hub in the Middle East. What is more, it provides access to the Red Sea through the Port of Aqaba, and other ports via neighbouring countries.

b) Stable Political Environment

The dedicated and stable leadership in the Hashemite monarchy, supported by a democratically elected Parliament, guarantees freedom of belief, speech, press, association and private property. Moreover, the Jordanian Authorities have a firm commitment to private enterprise system.

c) Free Market Oriented Economy

The Economy in Jordan depends on Economic policies based on outward-oriented, private sector led approach, on ongoing privatization of major state-owned enterprises, and significant advances in structural and legal reform.

d) A Package of Incentives and Exemptions to Encourage Investment

• Projects are exempted from income and social services taxes by 25%, 50%, or 75% for a ten year period, depending on the location of the project.
• Imported fixed assets are 100% exempted from customs duties and taxes.
• Imported spare parts for fixed assets can be exempted from fees and taxes.
• Additional exemption from customs duties and income tax is granted for the expansion, modernization, or development of existing projects.
• Hotels and hospitals may purchase furniture and supplies without customs duties once every seven years for renewal purposes.

e) Access to Major International Markets

Jordan benefits from duty and quota free access to the US market through the Qualifying Industrial Zones (QIZ), as well as to duty free access to EU markets. Likewise, it enjoys access to more than 10 Arab countries through the AFTA.

Besides this, Jordan has bilateral agreements and favorable protocols with over 20 countries, and is Member of the Multilateral Investment Guarantee Agency (MIGA).

f) Free Zones and Industrial Estates

There are five private free zones in Jordan employing over 2,500 people in industries such as the parks in Amman, Irbid and Al-Karak.

g) Qualified and Competitive Human Resources

The country has a young and highly educated population - 87% of the population is literate and 17% of Jordanians receive higher education.

Last but not least, Jordan offers an abundant workforce at highly competitive wage rates.

ABLCC: In 2001, the Aqaba Special Economic Zone (ASEZ), which was intended to be a duty-free, low tax, and investor friendly zone, was established to serve as a model for development throughout Jordan. What are other concrete steps that have been taken to further improve Jordan’s investing environment?

The most important concrete step taken recently to improve the investing environment in Jordan was the new investment Law which aims to attract and encourage both local and foreign investments in Jordan, as well as, reinforce confidence in the investment environment in Jordan for the organization, revitalization and development of the economic environment.

The new Law tackles the following issues:

• Tax exemptions
• Investors’ rights
• A one-stop shop investment window
• Development and Free zones, and the relevant tax and customs exemptions
• Residency in Development and Free Zones
• The establishment of an Investment Board, as well as, a Higher Investment CommitteeThe establishment of an Investment Board, as well as, a Higher Investment Committee

ABLCC: In Jordan, what are the main sectors that hold opportunities for Belgian and Luxembourg companies?

The main sectors that hold opportunities for the Belgian and Luxembourgish companies are the Energy sector mainly the renewable energy (Wind, solar). Due to the high oil prices, Jordan is currently working with many international companies to use the most modern technologies in solar and wind energies to generate electricity. We are expecting to be able to generate electricity from solar and wind sources by the beginning of 2017. In addition to renewable energies, Jordan has launched its promising nuclear program. The relatively new Jordanian nuclear program is a peaceful program which aims to design, build and run nuclear reactors used to generate electricity. Given the wide experience Belgium has in this field, it would be a great opportunity if we witnessed companies from Belgium investing in this program.

ABLCC: Thanks to its strategic location, Jordan offers an ideal base for investment in the MENA region. Likewise, as a final question, could you give us an insight of the other advantages that Jordan has on offer for foreign investors?

The foreign investors, according to the new investment law, will be entitled to the following rights:

• Remittance abroad of all or part of the Invested Foreign Capital, in a convertible currency, that was brought into Jordan for the purposes of investment, in accordance with the relevant laws and regulations.
• Repatriation of revenues and profits outside of Jordan, in a convertible currency, earned by virtue of the investment.
• The liquidation or sale of the whole, or his share of the economic project or undertaking, as well as the ability to act with the proceeds without delay;
• The management of the economic project or undertaking in any way he sees fit, through personnel chosen by him.
• Benefitting from the same treatment as a Jordanian investor.

Jordan – Legal Partner

Jordan is one of the Arab countries the most committed in the legal, fiscal and structural reforms with the aim of liberalizing the business and attracting more foreign investors.

The Kingdom has a considerable legal arsenal by ratifying several international bilateral and multilateral agreements. We shall retain, among others, the New York Convention for the recognition and the execution of the foreign arbitral awards and the United Nations Convention on contracts for the International Sale of Goods.

Jordan has been signed the Washington and Basell Agreements relative to the Trade in Endangered Species of Wild Fauna and Flora, the Control of Transboundary Movements of Hazardous Wastes. The Kingdom also has been signed several treaties relative to the international carriage of goods and the protection of intellectual property rights.

Jordan also has been signed multiple agreements of free exchange with Arab countries and with other numerous countries among which the United States of America and the European Union. The formalities of import/ export are simplified particularly by using the unique statement in the import besides the documents in use in the international transport of goods.

In internal law, we may emphasize the new Investment Law that enters into force in November 2014. The company law was recently codified (1997), as well as the trade competition (2000), the intellectual property (1999 and 2000) and the commercial agency (2001).

We shall retain in particular of the latter that the agent has to be of Jordanian nationality and that the any dispute in this subject must be submitted to the Jordanian jurisdictions.

The tax law is not outdone and is attractive: the tax companies ‘rate is about 14 % and the Jordanian law does not plan the taxation of the capital earnings.

Companies establiched in the special economic zones (like Aqaba) are tax-exempt on their income, as well as the social charges and customs duties. These exemptions are naturally submitted to certain conditions and vary from one economic zone to the other.

Finally, Jordan has a network of quality legal advisers.

In brief, the Hashemite Kingdom is an emerging country, endowed with a stable political system and with an increasing economic evolution with interesting tax advantages.

The legal relations with Jordan thus appear under favourable auspices.

أوروبا تتعثر في الخروج من الأزمة الاقتصادية وفي تحقيق النمو الاقتصادي

بدأت الأزمة المالية والاقتصادية عام 2008 في الولايات المتحدة الأمريكية مع أزمة الرهن العقاري وإفلاس البنك الاستثماري الاميركي لهمان برازرز، وطالت العالم بأثره عام 2009، وفي عام 2011 تحولت إلى أزمة مالية عامة بسبب الشكوك حول قدرة بعض الدول على سداد دينها العام، وأصبحت حاليا، خاصة في أوروبا أزمة هيكلية حقيقية.

فبعد مرور أكثر من 5 سنوات على بدء الأزمة في منطقة اليورو، وبعد أن تباطأ النمو الاقتصادي في دول المنطقة رغم التوقعات المتكررة لعودته، لا تزال دول المنطقة تتخبط وتحتار في كيفية التوصل إلى الخروج من الأزمة وتحقيق النمو المنتظر، ولم تعد تقوم بدور المحرك الاقتصادي للاتحاد الأوروبي بل على العكس أخذت تشده نحو الأسفل، خاصة بسبب الوضع الاقتصادي في فرنسا وإيطاليا حيث يمر قطاع الصناعة فيهما بأوضاع صعبة جدا بسبب تراجع المردودية إلى حد كبير، وما ينجم عن ذلك من زيادة البطالة وتراجع الصادرات والعجز في الميزان التجاري.

وإذا كانت النتائج التي نشرت مؤخرا تشير إلى بدء خروج الولايات المتحدة الأمريكية من الأزمة، فإنها تدل في منطقة اليورو على عودة التباطؤ الاقتصادي من جديد، حتى أن المتشائمين ينتظرون حصول انكماش اقتصادي جديد. ويرى المراقبون أن الشك الناتج عن الأزمة في أوكرانيا والعقوبات المفروضة على روسيا والمخاطر التي كانت محتملة من انفصال اسكوتلندا زادت من حدة الأزمة وأثرت سلبيا على صادرات المنطقة وعلى انتعاش النشاطات الإنتاجية فيها.

وتشير بيانات الربع الثاني من عام 2014 إلى استقرار الناتج الإجمالي في منطقة اليورو، أي أن نسبة النمو الاقتصادي فيها بلغت 0%. وباستثناء اسبانيا التي تسارع النمو فيها وبلغ 2% سنويا بعد عدة سنوات من النمو السلبي، فقد تراجع النمو في ايطاليا التي تعتبر ثالث أكبر اقتصاد في منطقة اليورو، بينما لم يتجاوز النمو في فرنسا 0.2% و0.1% في بلجيكا. وحتى ألمانيا - أكبر اقتصاد في المنطقة – فقد كان النمو فيها سلبيا وبلغ -0.2% كما تراجع فيها الإنتاج الصناعي خلال نفس الفترة.

وبالرغم من ارتفاع الإنتاج الصناعي في منطقة اليورو في شهر تموز بنسبة بلغت 1% وارتفاع معدل التوظيف بالمنطقة بنسبة 0.2% إلا أن مستويات التوظيف والإنتاج الصناعي مازالت أدنى مما كانت عليه قبل الأزمة.

ومن جهة أخرى انخفض الفائض التجاري لمنطقة اليورو للشهر الثاني على التوالي من 17.8 مليار يور خلال شهر حزيران / يونيو إلى 15.8 مليار يورو خلال شهر تموز / يوليو، بعد أن كان من المتوقع له أن يرتفع ليبلغ 20 مليار يورو.

كما أخذت الاستثمارات في التراجع منذ الربع الأخير من عام 2013، رغم أن صناع القرار الأوربيون يرون أنها الأداة الرئيسية لتحقيق النمو في ظل انخفاض أسعار الفائدة إلى مستويات قياسية بعد أن خفض المصرف المركزي الأوروبي سعر الفائدة المرجعية إلى 0.05%. ويبين الجدول التالي أهمية بعض البلدان الأعضاء في في اقتصاد منطقة اليورو إلى جانب نسبة الديون المرتفعة التي تعاني منها، وكذلك معدل التضخم والبطالة المرتفعة التي ما تزال تعاني منها.

Doing Business with Arab Countries: Theory & Practice

It is important for Companies which are doing Business in the Arab world, or willing to do so, to acquire current and detailed information from experienced professionals.

The Arab-Belgian-Luxembourg Chamber of Commerce is well aware of this. This is the reason why, on 25 September, 2014, it has organized, in partnership with SGS, its fifth seminar “Doing Business with Arab countries: theory and practice”.

This Seminar endeavoured to enable participants to grasp the complex realities that lie behind the various changes undergone by the Arab world by providing more than just business figures. This was done in a most comprehensive way, by giving the floor to experts who draw their expertise from every day experience working in the field as well as experts who approach the matter from a theoretical angle.

After a welcome note of Mr. Jozef Somers, Operations Manager at SGS, and Mr. Qaisar Hijazin, Secretary General of the ABLCC, Mr. Mathieu Ryckewaert, Public Affairs Senior Manager at Besix, presented an overview of the past and future relations between Belgium and Arab countries. On behalf of Mr. Ghassan Ejjeh, Vice-Chairman of Besix, Mr. Ryckewaert underlined that economic and social development in the Arab world is a key to successful relations between Europe and Arab countries. Europe should thus provide its support for the next generation.

Mr. Aamar Naamani, CEO at Coprabel S.A., launched into a detailed explanation of “Unconventional marketing for consumer products in Saudi Arabia: Gap between theory and reality”. He talked about his day-to-day experience of doing business in Saudi Arabia and related some anecdotes.

Mrs. Gulay Avci, Head of Turkey Liaison Office for Ras Al Khaimah Free Trade Zone, introduced the United Arab Emirates and provided the participants with all necessary information to set up a business in Ras al Khaimah one of the fastest-growing and most cost-effective free trade zones in the United Arab Emirates with interesting opportunities for business people from Belgium and Luxembourg.

After a short break, Mr. Hijazin gave the floor to Mrs. Evelien Staelens, Area Manager Middle East & North Africa for Flanders Investment & Trade (FIT) - the Flemish agency for International Entrepreneurship. Mrs. Staelens presented trade relations between Belgium and Arab countries as well as the various services provided by FIT to support companies doing business with the Arab world.

Mr. Wijnand Molijn, Business Development Director at Robema for Emirates Logitics, gave the participants an example of partnership between Belgium and the Middle East / Gulf.

Before starting a question and answer session, Mr. Peter van Blanckenberg, Marketing and sales Representative at SGS, discussed “Product Conformity Assessment in Arab Countries”.

To bring this interesting seminar to an end, the participants were invited to take part to a networking buffet in presence of Arab Economic Attachés.

The conclusion that can be drawn from all this is that the Arab world cannot be reduced to only one aspect and that despite its recent transformation, major opportunities remain.

Visit of a Palestinian Delegation

The Arab-Belgian-Luxembourg Chamber of Commerce and Palestine Trade Center - PalTrade - conducted a roundtable Session on Wednesday 01 October 2014 in the premises of the Chamber.

The main objective of the roundtable discussion was to gather concerned parties in order to address the National Export Strategy of Palestine as well as the challenges facing Palestinian trade.

The following key issues were identified to be discussed at the roundtable discussion:

• How to improve market access for Palestinian goods into the Belgian Market
• Provide assistance to Palestinian businesses
• Evaluating joint ventures and networking between Belgian and Palestinian businesses and associations

In the course of the debate, representatives of the Palestine Trade Center, the Palestinian Ministry of National Economy, the Palestinian Businessmen Association, the Business Women Forum, the Palestinian Investment Promotion Agency, and the Palestinian Market Development Programme presented the actual situation in Palestine along with accurate trade figures.

Furthermore, all Palestinian and Belgian participants, present during the roundtable, discussed the potential of Belgo-Palestinian relations and agree to follow up on this matter. What is more, the Arab-Belgian-Luxembourg Chamber of Commerce expressed its will to host a Palestinian delegation in the course of 2015 in order to present Palestinian economy and to further explore partnerships.

In a nutshell, this gathering enabled participants from both sides to share experiences, promote dialogue, and consolidate key partner relations.

لدعم الطلاب الفلسطينيين داخل فلسطين

أصدقاؤنا الأعزاء،

تم تأسيس جمعية إسبوار- هوب - أمل (اختصارا أمل) لمساعدة الشباب الفلسطينيين على متابعة دراستهم الجامعية في بلدهم، ويمكنكم الاطلاع على نشاطاتنا والنتائج التي حققناها على الموقع الالكتروني: www.hope-espoir-hoop.org كما يمكنكم متابعتنا على شبكة التواصل الاجتماعي فيسبوك على الرابط التالي: hoop.espoir.hope

نحن نساعد هؤلاء الشباب وأسرهم لأنهم يعيشون في ظروف احتلال صعبة جدا، بالإضافة إلى أن الأحداث الأخيرة والهجوم على قطاع غزة قد أدت إلى تطرف أكثر في إجراءات الاحتلال في الضفة الغربية، فهذا الاحتلال لا يكتفي بالحد من تنقل الأشخاص والسلع، بل يتجاوز ذلك ويقيد بشدة فرص حصول الشباب على شهادات التعليم العالي.

لقد أدركنا مع مرور السنين أن التعليم الجيد المنفتح على العالم يمنح الشباب الفلسطينيين القدرة على المساهمة في تطوير المجتمع الذي يعيشون فيه وبالتالي على التوصل إلى السلام.

وفي هذه اللحظات الحاسمة نحن ندعوكم إلى التضامن: لأن منحة الطالب قيمتها 1200 يورو سنويا، وكل مساهمة مالية مهما كانت قيمتها تساعد على تحقيق ذلك، كما نشكركم على مساعدتكم في نشر هذا النداء بين معارفكم واصدقائكم.
