تطور العلاقات العربية الأوروبية بين الطموح والتردد
العلاقات بين العالم العربي والاتحاد الأوروبي علاقات تجارية وثقافية وسياسية واقتصادية تمتد جذورها في عمق التاريخ كونهما جاران متلاصقان يقعان على ضفتي البحر الأبيض المتوسط الذي يفصل بينهما ويجمعهما في آن واحد، وقد مرا عبر الزمن بفترات ازدهرت فيها العلاقات والمبادلات بينهما كما مرا بفترات صعبة إذا ما صح التعبير.
وبما أن الطرفان يرتبطان بمجموعة واسعة من المصالح المشتركة فمن البديهي أن تعزيز العلاقات بينهما في جميع المجالات هو مسألة ذات أولوية لكل من الاتحاد الأوروبي والعالم العربي. ومن المعروف أن العالم العربي يمد أوروبا بموارد الطاقة، بينما تقوم أوروبا بدور هام في تلبية الاحتياجات العربية للمشاريع التنموية ومن مختلف السلع المستوردة.
أوروبا تتعثر في الخروج من الأزمة الاقتصادية وفي تحقيق النمو الاقتصادي
بدأت الأزمة المالية والاقتصادية عام 2008 في الولايات المتحدة الأمريكية مع أزمة الرهن العقاري وإفلاس البنك الاستثماري الاميركي لهمان برازرز، وطالت العالم بأثره عام 2009، وفي عام 2011 تحولت إلى أزمة مالية عامة بسبب الشكوك حول قدرة بعض الدول على سداد دينها العام، وأصبحت حاليا، خاصة في أوروبا أزمة هيكلية حقيقية.
فبعد مرور أكثر من 5 سنوات على بدء الأزمة في منطقة اليورو، وبعد أن تباطأ النمو الاقتصادي في دول المنطقة رغم التوقعات المتكررة لعودته، لا تزال دول المنطقة تتخبط وتحتار في كيفية التوصل إلى الخروج من الأزمة وتحقيق النمو المنتظر، ولم تعد تقوم بدور المحرك الاقتصادي للاتحاد الأوروبي بل على العكس أخذت تشده نحو الأسفل، خاصة بسبب الوضع الاقتصادي في فرنسا وإيطاليا حيث يمر قطاع الصناعة فيهما بأوضاع صعبة جدا بسبب تراجع المردودية إلى حد كبير، وما ينجم عن ذلك من زيادة البطالة وتراجع الصادرات والعجز في الميزان التجاري.

UNRWA educational programme: bolstering economic development with help from the private sector
There are a few important ingredients thriving economies can’t do without. Youth and education form part of that group. And so does a drive for innovation. These are fields in which UNRWA – the United Nations Relief and Works Agency for Palestine Refugees – is active through its education programme and the organization of extracurricular events, such as the ‘Technology Innovation Competition Fair’ that recently took place in the West Bank. With youth – defined as those between 14 and 29 years old – amounting to nearly 28 per cent of the five-million-strong Palestine refugee population, the latter holds enormous potential in terms of economic development. Therefore, the ABLCC asked the UNRWA Representative Office to the EU to explain how the potential of Palestine refugee youth is being developed in order to allow these young people to participate in the bolstering of thriving Middle Eastern economies.
